The world naturally holds the Society to a stricter accountability than it would insist upon in ordinary cases.

Powerful auxiliaries to the attainment of this desirable end are to be found in the regulations provided by the wisdom of Congress for the specific appropriation of public money and the prompt accountability of public officers.

The reports of the various officers at the head of the administrative branches of the military service, connected with the quartering, clothing, subsistence, health, and pay of the Army, exhibit the assiduous vigilance of those officers in the performance of their respective duties, and the faithful accountability which has pervaded every part of the system.

From those officers, especially, who are charged with the collection and disbursement of the public revenue will prompt and rigid accountability be required.
