The new tariff just adopted at Washington (a grave error, assuredly, which I do not seek to palliate) may be amended in such a manner as to lose the character of prohibition with which certain States have sought to invest it.

I write a line to tell you that I got over the signature of my tariff, &c., very satisfactorily this morning, and set off in peace with all men, including Chinese Plenipotentiaries, and colleagues European and American, on my way up the Yangtze Kiang.
