They work with despair and unwillingness, because they can no longer live by their labour; and, alternately the victims of intemperance or want, they are often to be found in a state of intoxication, when they have not been able to satisfy their hungerfor, as bread cannot always be purchased with paper, they procure a temporary support, at the expence of their health and morals, in the destructive substitute of strong liquors.

Among the various poets imprisoned, was one we should scarcely have expectedRouget Delille, author of the Marseillois Hymn, who, while his muse was rouzing the citizens from one end of the republic to the other to arm against tyrants, was himself languishing obscurely a victim to the worst of all tyrannies.

It should, however, be remembered that there were many others engaged in the same pursuit, and consequently many other victims besides those who are here enumerated.

On the other hand, in all cessions of German territory to Poland and Bohemia, no mention is made of a plebiscite because it was a question of military necessity or of lands which had been historically victims of Germany.

Practically all the victims of religious and political persecution have been guiltless of any real crimes, and among them were always many of the noblest of their age.
