Heretofore there have been small groupsfamilies, tribes and sectsthat have adopted and followed cooperation as a way of life, but widespread planned cooperation on a national or continental scale is a novelty.

That zealous and active cooperation with the judicial power of the volunteers and militia called into service, which has restored order and submission to the laws, is a pleasing evidence of the attachment of our fellow-citizens to their own free Government, and of the truly patriotic alacrity with which they will support it.

The only concession which would have obtained that hearty cooperation would have been the recognition of the independence of the Philippines under a United States protectorate, of Aguinaldo clothed with the plenitude of the powers of the Katipúnan as dictator, and a promise to promptly withdraw from the islands.
