The Code, Pandects, Institutes, and Novels of Justinian comprise the Roman law as received in Europe, in the form given by the school of Bologna, and is called the "Corpus Juris Civilis."

One of the Batavian chieftains, named Civilis, formed an exception to this degeneracy, and, about the year 70 of our era, bravely took up arms for the expulsion of the Romans.

But in the northern part of Belgica, towards the mouths of the Rhine, where a Batavian peoplet lived, a man of note amongst his compatriots and in the service of the Romans, amongst whom he had received the name of Claudius Civilis, embraced first secretly, and afterwards openly, the cause of insurrection.

Civilis, though not more than half vanquished, himself asked leave to surrender.

Vespasian, therefore, not being inclined to drive men or matters to extremity, gave Civilis leave to go into retirement and live in peace amongst the marshes of his own land.

" Of Varro's works, beside the Rerum Rusticarum, there have survived only fragments, including a considerable portion of the treatise on the Latin language: the story is that most of his books were deliberately destroyed at the procurement of the Church (something not impossible, as witness the Emperor Theodosius in Corpus Juris Civilis.

CIVILIS, CLAUDIUS, a Batavian chief who revolted against Vespasian, but on defeat was able to conclude an honourable peace.

HEINECCIUS, JOHANN GOTTLIEB, a celebrated German jurist, born at Eisenberg; was successively professor of Philosophy and subsequently of Law at several universities of Germany; he wrote several learned works in law treated from a philosophical standpoint; mention may be made of his "Historia Juris Civilis Romani" and "Elementa Juris Naturæ Gentium" (1681-1741).
