At the time I hoped and believed that the negotiation of the completed Covenant might be postponed and that there would be another opportunity to raise the question.

The objections to the terms of the Covenant, which I had raised at the outset, were based on principle and also on policy, as has been shown in the preceding pages; and on the same grounds I had opposed their hasty adoption and their inclusion in the Peace Treaty to be negotiated at Paris by the Conference.

They did not swerve him one jot from his avowed purpose to make the creation of the League of Nations the principal feature of the negotiations and the provisions of the Covenant the most prominent articles in the Treaties of Peace with the Central Powers.

After his arrival the Commission on the League renewed its sittings to consider amendments to its report, and it required over a month to put it in final form for adoption; but during this latter period much time was given to the actual terms of peace, which on account of the delay caused in attempting to perfect the Covenant had taken the form of a definitive rather than a preliminary treaty.

In view of the warnings that President Wilson had received as to the probable result of insisting on the plan of a League which he had prepared and his failure to heed the warnings, his persistency in pressing for acceptance of the Covenant before anything else was done makes the resulting delay in the peace less excusable.

Two weeks after the President returned from the United States in March the common opinion was that the drafting of the Covenant had delayed the restoration of peace, an opinion which was endorsed in the press of many countries.

He was evidently loath to abandon the plan that he had presumably worked out as a means of preventing the Senate from rejecting or modifying the Covenant before it came into actual operation.

I think that the same reason for insisting on negotiating the Covenant largely influenced the course of the President.

Colonel House, the President's collaborator in drafting the Covenant, if he was not, as many believed, the real author, was the only American with whom Mr. Wilson freely conferred and to whom he confided the progress that he was making in his interviews with the foreign statesmen, at many of which interviews the Colonel was present.

ARTICLE 26 Amendments to this Covenant will take effect when ratified by the Members of the League whose Representatives compose the Council and by a majority of the Members of the League whose Representatives compose the Assembly.

We behold a blazing tabernacle of gold and silver and precious woods and gorgeous tapestries, with inner and secret recesses to contain the ark and the tables of stone, the mysterious rod, the urn of manna, the book of the covenant, the golden throne over-canopied by cherubs with outstretched wings, and the mercy-seat for the Shekinah who sat between the cherubim.

In this the masonic tradition again agrees with the Jewish, for we find in the third chapter of the "Treatise on the Temple" written by the celebrated Maimonides, the following narrative "There was a stone in the Holy of Holies, on its west side, on which was placed the ark of the covenant, and before it the pot of manna and Aaron's rod.

" The Talmudical book "Yoma" gives the same tradition, and says that "the ark of the covenant was placed in the centre of the Holy of Holies, upon a stone rising three fingers' breadth above the floor, to be, as it were, a pedestal for it."

And thus the ark of the covenant is one of the many masonic symbols of the resurrection.

Otherwise the symbolism is modern; and from the ritualistic explanation which is given in the first degree, it would seem to require that the single bare foot should be interpreted as the symbol of a covenant.

The rose will redden in the bog, The aster on the hill Her everlasting fashion set, And covenant gentians frill, Till summer folds her miracle As women do their gown, Or priests adjust the symbols When sacrament is done.

To make this go down the better, the Scotch Parliament, upon his Majesty's desire to go with their army into Scotland, send him for answer, that it cannot be for the safety of his Majesty or of the State to come into Scotland, not having taken the Covenant, and this was carried in their Parliament but by two voices.

In 1638 the National Covenant against "papistry" was signed by all classes in Scotland.

In 1643 by the Solemn League and Covenant the Scotch consented to help parliament against the King on condition that Presbyterianism should be adopted as the English state religion.

He was asked besides taking the Covenant to surrender the militia.
