The French emigrants believed that they had only to threaten with a similar fate men like Kellermann and Hoche to make them flee without a blow.

One year from that time it had a superb force, 732,000 strong, commanded by Jourdan and Pichegru, Hoche, Moreau, and Bonaparte.

Above all Carnot loved Hoche.

Carnot put Hoche in command in the Vosges.

On December 23, 1793, Hoche defeated Wurmser at Freschweiller, when the Austrians, abandoning the lines of Wissembourg, fell back across the Rhine.

An army of 15,000 was then to be embarked in the ports of Holland, and was to effect a diversion in favour of another and larger body, which, starting from France, was to land in Ireland, repeating the attempt of Hoche in December 1796, which will be dealt with later on.

The most important operation contemplated was the invasion of England; andnow that Hoche was no moreBonaparte might well claim to lead it.

Hoche himself expected this even in Tate's case; but experience proved the expectation to be baseless.

On reading the letters now made public, one is convinced of Hoche's unfitness for the leadership of such an enterprise.
