In the second phase the 60th Division was to move over the Jaffa-Jerusalem road with its right almost up to the scattered houses on the north-western fringe of Jerusalem's suburbs, and its left was to pass the village of Lifta on the slope of the hill rising from the wadi Beit Hannina.

The prophet opens with a declaration that Jerusalem's period of forced service is over, that she has paid double for the sins of the past, and that Jehovah is about to remove all obstacles and restore and exalt his oppressed people.

Each of these peoples inherited the feeling of hostility with which their fathers had regarded the people of Judah, and looked with suspicion upon any movement to re-establish Jerusalem's former strength and prestige.
