The working out of this feature in our national constitution, by Hamilton and Madison and their associates, was the finest specimen of constructive statesmanship that the world has ever seen.

What statesman has she reared, since Jefferson died and Madison ceased to write, save those intrepid discoverers who have taught that Slavery is the corner-stone of republican institutions, and the vital element of Freedom herself?

Mr. Madison, who had been re-elected president of the United States, showed a disposition to prosecute the war with great vigor.

On March 4th, 1813, Mr. Madison was inaugurated for his second term.

Having violated their treaty, President Madison sent a naval force to the Mediterranean, which, on June 17th and 19th, captured two Algerian vessels-of-war and threatened Algiers.
