He establishes in clear terms the fundamental principle of the matter by putting this question, which plain good sense must answer: "Can it be lawful for you to extend this right (that of the free navigation of neutral vessels) in such a way as to injure me and to serve my enemy?" Observe that the Queen, in her proclamation of neutrality, has been careful not to omit the interdiction of the transport of despatches.

These difficulties have been greatly reduced by the application of steam-power to navigation, and the time has come when an American can make the tour of Europe with but little more expenditure of time and money than it costs even a native of Europe to do it.

This famous treaty secured to the Russians extensive territories on the Black Sea, together with its navigation by Russian vessels, and the free passage of Russian ships through the Dardanelles and Bosphorus to the Mediterranean.

All restraints were removed from the navigation of rivers; new markets were opened in every direction for the productions of industry.

This substitute will be found the less inconvenient, because, as the navigation is to be performed among the Islands during the prevalence of the north winds, usually a favorable and steady season of the year, the voyage will consequently be safe and easy.

To demand the enactment of the English Navigation Law, he declared, was "a revocation of the constitution;" and his rival, Flood, in his zeal to emulate his popularity with the mob, surpassing him in vehemence, inveighed against the clause, as one intended to make the Irish Parliament a mere register of the English Parliament, "which it should never become".

Repeal of the Navigation Laws.

Of the same enumerated topics are the preparation of a manifesto setting forth to the world the justice of their cause and the relations they desire to hold with other Christian powers, and to form a convention of navigation and commerce applicable both to the confederated States and to their allies.

Three commissioners with plenipotentiary powers were appointed to negotiate treaties of amity, navigation, and commerce with all the principal powers of Europe.

Mr. Liston, the British minister, in a private letter to Mr. Chipman of 23d October, 1798, recommends a modification of the powers of the commissioners for the reason that it might give Great Britain a greater extent of navigation on the St. John River.

Satisfactory answers on these points, he said, would enable the British Government to decide whether it would entertain the proposition, but His Majesty's Government could not consent to embarrass the negotiation respecting the boundary by mixing up with it a discussion regarding the navigation of the St. John as an integral part of the same question or as necessarily connected with it.
