The reform schools, penitentiaries, prisons, insane asylums, hospitals, and poorhouses are all filled to overflowing; and it is entirely sensible to inquire how the people came there, and to relieve, pardon, bless, cure, or reform them as far as we can.

They abolished the old and cruel punishments, such as branding the cheeks and foreheads of criminals with letters, cutting off their ears, putting them in the pillory and the stocks; they partly abolished imprisonment for debt; they established free schools, reformatories, asylums, and penitentiaries.

Fifthly, it has consigned at least 150,000 persons to jails and penitentiaries.
