How comes it to pass, that in the same site, in one latitude, to such as are Perioeci, there should be such difference of soil, complexion, colour, metal, air, &c.

Fromundus in his Meteors will excuse or solve all this by the sun's motion, but when there is such diversity to such as Perioeci or very near site, how can that position hold?
