The allies and associates reserve the right to seize and liquidate all property, claims and interests belonging, at the date of the ratification of the treaty, to German citizens or to firms controlled by them, situated in their territories, colonies, possessions and protectorates, including the territories surrendered in accordance with the clauses of the treaty (Art. 217).

The idea of the German imperialist, the idea of our own little band of noisy but influential imperialist vulgarians, is evidently a game of grab, a perilous cutting up of these areas into jostling protectorates and spheres of influence, from which either the Germans or the Allies (according to the side you are on) are to be viciously shut out.

Wherever, in countries economically undeveloped, there were projects of protectorates or annexations, or of any kind of monopoly to be established in the interest of any Power, there German interests were directly affected.

It is true that for the time being the Imperial Government will continue to control the native protectorates of Basutoland, Bechuanaland, and Swaziland.

We know that we must always, if we would be wise, be guided by local experience and local custom, and it is told of the Anglo-German boundary Commission in East Africa, that the frontier between the two protectorates can still be traced by the empty vermouth bottles!

I stated that, in my opinion, a simpler and better plan was to transfer the sovereignty over territory to a particular nation by a treaty of cession under such terms as seemed wise and, in the case of some of the newly erected states, to have them execute treaties accepting protectorates by Powers mutually acceptable to those states and to the League of Nations.

Armenia and Syria to be erected into protectorates of such Government or Governments as seems expedient from a domestic as well as an international point of view; the guaranty being that both countries will be given self-government as soon as possible and that an 'Open-Door' policy as to commerce and industrial development will be rigidly observed.

* That regulations for the preservation of wild animals have been in force for some time in the several African Protectorates administered by the Foreign Office as well as in the Sudan.

In anticipation, however, steps have been taken to revise the existing regulations in the British Protectorates so as to bring them into strict harmony with the terms of the convention.

The game reserves now existing in the several Protectorates are: In (a) British Central Africa, the elephant marsh reserve and the Shirwa reserve; in (b) the East Africa Protectorate, the Kenia District; in (c)

The regulations have the force of law in the Protectorates, and offenders are dealt with in the Protectorate Courts.

Let maritime powers know that we will consent, if necessary, to cessions of territory or protectorates; that, in any case, we will grant them exceptional advantages if they protest against the blockade, if they disquiet our enemy, if they seek a quarrel with him and draw off his attention to fix it on, an eventual struggle with Europe.

Hence the civilised countries of the world have gradually been led to assume jurisdiction in uncivilised regions, and have converted many of them into colonies or "protectorates" or "spheres of influence."

All those are well defined districts, and the demarcation of their respective protectorates should not present great difficulties.

But now, instead of having alien and defenceless tribes within their borders, tribes forbidden to bear arms and chafing at the Turkish yoke, they will see free peoples under the protectorates of Powers that are capable of self-defence and, if necessary, of inflicting punishment.

Her Britannic Majesty concluded a treaty with Honduras on the 28th November, 1859, and with Nicaragua on the 28th August, 1860, relinquishing the Mosquito protectorate.

In June last Aguinaldo issued a proclamation, expressing a desire for the establishment of a native administration in the Philippines under an American protectorate.

Then came the Romans, who carried on the business, set up one of their easy tolerant protectorates over "Tingitanian Mauretania,"[A] and built one important military outpost, Volubilis in the Zerhoun, which a series of minor defenses probably connected with Salé on the west coast, thus guarding the Roman province against the unconquered Berbers to the south.

While they are entirely friendly to Great Britain and have treaties with India under which the latter extends a protectorate over the province and enters into an offensive and defensive alliance, the Maharaja permits no British adviser to take part in his government and receives a representative of the viceroy only in the capacity of envoy or minister plenipotentiary.

Of the regular English army, 134,000 men are stationed in England, 74,500 in India (where, in combination with 159,000 native troops, they form the Anglo-Indian army), and about 39,000 in different stationsGibraltar, Malta, Egypt, Aden, South Africa, and the other Colonies and Protectorates.

The regional administration was loosely associated with the central government through a sort of primitive ministry of the interior, and similarly the Chinese representatives in the protectorates, that is to say the foreign states which had submitted to Chinese protective overlordship, were loosely united with a sort of foreign ministry in the central government.

This imperial army then had authority over the regional and feudal troops, the troops of the protectorates, the guards of the capital, and those of the imperial palace.

It had a Lower House with representatives of the provinces (provincial diets were also set up), and an Upper House, in which sat representatives of the imperial house, the nobility, the gentry, and also the protectorates.
