It is to be observed, that in the universities of foreign countries, they have professors of philology, or humanity, whose employment is to instruct the younger classes in grammar, rhetorick, and languages; nor do they engage in the study of philosophy, till they have passed through a course of philological lectures and exercises, to which, in some places, two years are commonly allotted.

The ignorance and inexperience of our present officers have been exposed with great gaiety of imagination, and with the true spirit of satirical rhetorick, nor can I presume to support them against so formidable censures.

I may add, my lords, that your wisdom will easily find the difference between the degree of capacity requisite for recollecting the past, and foreknowing the future; and expect that those whose ambition incites them to endeavour after a share in the government of their country, should give better proofs of their qualifications for that high trust, than mere specimens of their memory, their rhetorick, or their malice.

What then is demanded by those that censure the conduct of publick affairs, but that their opinion should be considered as an overbalance to the wisdom of the senate, that no man should be allowed to speak but as they dictate, nor to vote but as they shall influence them by their rhetorick or example?

Mr. SANDYS rose, and spoke as follows:Sir, the efficacy of rewards, and the necessity of an impartial distribution, are no unfruitful subjects for rhetorick; but it may, perhaps, be more useful at present to consider, with such a degree of attention as the question must be acknowledged to deserve, to whom these rewards are to be paid, and from what fund they are expected to arise.

Mr. Henry PELHAM spoke next, to this effect:Sir, I cannot but think it necessary, that on this occasion, at least, gentlemen should remit the ardour of disputation, and lay the arts of rhetorick aside; that they should reserve their wit and their satire for questions of less importance, and unite, for once, their endeavours, that this affair may meet with no obstructions but from its natural difficulty.

I propose, therefore, that instead of wasting that time, of which the exigencies of the publick now require an uncommon frugality, in useless rhetorick, and untimely vehemence, we should proceed to examine in order the distinct paragraphs of this bill, by which it may more easily appear, whether it ought to be rejected or approved.

We talked of composition, which was a favourite topick of Dr. Watson's, who first distinguished himself by lectures on rhetorick.

I know there are Figures for this kind of Speech, that some of the greatest Ancients have been guilty of it, and that Aristotle himself has given it a place in his Rhetorick among the Beauties of that Art.

It is certain, that however the rhetorick of Seneca may have dressed adversity with extrinsick ornaments, he has justly represented it as affording some opportunities of observation, which cannot be found in continual success; he has truly asserted, that to escape misfortune is to want instruction, and that to live at ease is to live in ignorance.

If a menace is to be averted, or a benefit implored, he may, without any violation of the edicts of criticism, call every power of rhetorick to his assistance, and try every inlet at which love or pity enters the heart.

See, in Part 1, the sections which treat of "The Faculty of Speech," and the "Essentials of Language;" and, in Part IV, those which treat of "Rhetorick, Figures, Sentences, Style, and Poetry.

In the latter, are mentioned other works of his, on "Rhetorick, and Logick" which I have not seen.

It is entitled "A Grammar of the English Tongue; with the Arts of Logick, Rhetorick, Poetry, &c. Illustrated with useful Notes; giving the Grounds and Reasons of Grammar in General.

He erred sometimes in his principles, or in their application; as when he adopted the k in such words as rhetorick, and demoniack; or when he inserted the u in such words as governour, warriour, superiour.

I have indeed very often looked upon that Art as the most proper for the Female Sex, and I think the Universities would do well to consider whether they should not fill the Rhetorick Chairs with She Professors.

I have known a Woman branch out into a long Extempore Dissertation upon the Edging of a Petticoat, and chide her Servant for breaking a China Cup, in all the Figures of Rhetorick.

The first Kind therefore of Female Orators which I shall take notice of, are those who are employed in stirring up the Passions, a Part of Rhetorick in which Socrates his Wife had perhaps made a greater Proficiency than his above-mentioned Teacher.

It is certain too, that they are possessed of some Springs of Rhetorick which Men want, such as Tears, fainting Fits, and the like, which I have seen employed upon Occasion with good Success.
