Like the marvelous clearness of the atmosphere in Santa Barbara on a bright morning after a night of rain, it quite eludes the statistician.

Sir William Petty, the English statistician, tells us that during the decade from 1649 to 1659 the annual emigration from Ireland to the western continent was upwards of 6000, thus making, in that space of time, 60,000 souls, or about one-half of what the whole population must have been in 1659.

The first daily paper to appear in English in South America was the Standard, founded in 1861 by Michael G. Mulhall, the distinguished statistician, and it is still one of the leading papers in the country.

It has been estimated by Bowley, an English statistician, that in the United Kingdom, it would be necessary to set aside only 3 per cent of the annual expenditure for public works to be used additionally in years of industrial depression, in order to balance the wage loss at such times.

SINCLAIR, SIR JOHN, philanthropist and statistician, born at Thurso Castle, bred to the bar; succeeding to the family estate devoted himself to his duties as a landed proprietor; sat for different constituencies in Parliament; published in 1784 "History of the Revenue of the British Empire," and in 1791-99, in 21 vols., "Statistical Account of Scotland" (1754-1835).

One German statistician told me he believed that the conquest of Roumania would add between nine and ten months to Germany's capacity to hold out, during which time, no doubt, one or other of the Allies would succumb.
