The recreation to which Jack and Dick were bidden was a visit to the melancholy shambles where the heterogeneous mass of unclassified prisoners were detained.

At Charleston, likewise, according to the city census of 1848, only 19 free colored men in a total of 239 listed in manual occupations were unclassified laborers, while the great majority were engaged in the shop and building trades.

"The Board is required to keep a record of all unclassified as well as classified employees in the Philippine civil service, showing among other things date of appointment, original position and salary, place of employment, all changes in status and grade, and all accrued and sick leave granted.
