We were noncombatants and nowise concerned in the existing controversy; but we remembered the plaintive words of the Chinese Minister at Brussels when he called on our MinisterBrand Whitlockto ascertain what Whitlock would advise doing in case the advancing Germans fired on the city.

Whitlock suggested to his Oriental brother that he retire to his official residence and hoist the flag of his country over it, thereby making it neutral and protected territory.

"But, Mister Whitlock," murmured the puzzled Chinaman, "the cannonhe has no eyes!" We rode back to Laon through the falling dusk.

We called on Minister Brand Whitlock, whom we had not seenMcCutcheon and Isince the Sunday afternoon a month and a half before when we two left his official residence in a hired livery rig for a ride to Waterloo, which ride extended over a thousand miles, one way and another, and carried us into three of the warring countries.

Mention of this call gives me opportunity to say in parenthesis, so to speak, that if ever a man in acutely critical circumstances kept his head, and did a big job in a big way, and reflected credit at a thousand angles on himself and the country that had the honor to be served by him, that man was Brand Whitlock.

As the Chinese ambassador pertinently remarked when reassured by Whitlock that the Germans would not bombard the embassies, "Ah!

If Whitlock comes in, there is some chance of sense and reason being heard.

If Whitlock could be elected mayor there would be some chance, but I am afraid they are sure to take Truelove; and as things are at Wilsborough, we must move all at once or not at all.

The church was to wait for subscription and bazaar; the drains, for reason in Wil'sbro', or for the hope of the mayoralty of Mr. Whitlock, a very intelligent and superior linendraper.

As Julius parted with Mr. Whitlock he met Herbert Bowater returning from the cemetery in search of him, with tidings of some cases where he was especially needed.

There's nobody but Whitlock.

" Herbert had nearly to fulfil this offer, for Mr. Whitlock was gone to London for the day, and magistrates were indeed scarce; but at last, after walking two miles out of the town, his vehemence and determination actually dragged in the unfortunate, timid justice of the peace who had avoided him in the road, but who could not refuse when told in strong earnest that the justification of an innocent man depended on his doing his duty.

"Look here," said Herbert, "Whitlock may be trusted.

If he revives and is sensible, I'll send off at once for Whitlock, or if there is no time, I'll write it down and let him see me sign it.
