He was appointed Bishop of St. Asaph in 1152 and died about 1154.

There has been much discussion among antiquaries respecting the etymology of an ancient Roman road, called the Watling Street Way, which commencing from Dover, traces its course to London, St. Alban's, Weedon, over Bensford Bridge, High Cross, Atherstone, Wall, Wroxeter, and Chester, from which last place a branch appears to point in nearly a straight direction through St. Asaph to Segontium, or Caer Seiont, Carnarvonshire.

Fleetwood was born in 1656; had been chaplain to King William, and in 1706 had been appointed to the Bishopric of St. Asaph without any solicitation.

It has been already mentioned that in the last year of the preceding reign a bill had passed for creating, when opportunity offered by the sees affected becoming vacant, two new bishoprics at Ripon and Manchester, the incomes of which were to be provided by the union of some of the smaller existing bishoprics, Gloucester with Bristol, St. Asaph with Bangor.
