It looks as if those States, having built up a flourishing trade with Great Britain, cared little about the impressment of sailors, or the enslaving of their countrymen, so long as they filled their own pockets.

Though the treaty of peace was not satisfactory in many particulars, it more clearly defined the lines between the United States and British possessions in America, leaving the fishery question and the right to search and impressment in an unsettled condition, giving the "Peace Party" an opportunity to say, "I told you so.

Admitting that there were cases of impressment from merchant vessels abroad to complete the crews of our men-of-war in distant waters, the total number impressedincluding these lattercould not have exceeded greatly the figures first given.

The historical evidence on which the belief in the prevalence of impressment as a method of recruiting the navy for more than a hundred years is based, is limited to contemporary statements in the English newspapers, and especially in the issues of the periodical called TheNavalChronicle, published in 1803, the first year of the war following the rupture of the Peace of Amiens.

In 1732 he made a spirited and patriotic effort in Parliament to restore a constitutional militia; and to abolish arbitrary impressment for the sea-service; and, on this subject, he published a pamphlet entitled "The Sailor's Advocate," for which Mr. Sharpe obliged him with a sarcastic preface.

Although a repeal of the orders susceptible of explanations meeting the views of this Government had taken place before this pacific advance was communicated to that of Great Britain, the advance was declined from an avowed repugnance to a suspension of the practice of impressments during the armistice, and without any intimation that the arrangement proposed with respect to seamen would be accepted.

Impressment at sea, and out of neutral vessels, was revived, as a matter of course, with the renewal of the war and all American ships felt the expediency, of avoiding cruisers that might deprive them of their men.

In 1803, the difficulty had nearly been adjusted by a convention, Great Britain agreeing to abandon her claim to impressment on the high seas, if allowed to retain it on the narrow seas, or those immediately surrounding her island; but this being rejected as inadmissible by the United States, all subsequent efforts at an arrangement proved unsuccessful.

As for the pretence that was set up by some of the advocates of impressment out of neutral ships, which laid down the position, that the belligerent being on board in the exercise of an undoubted right to inquire into the character of the ship and cargo, he took with him the right to lay hands on all the subjects of his own sovereign he might happen to find there, it is not worthy of a serious reply.

In practice this must have reduced the numbers liable to impressment to small dimensions.

As for Ithuel himself, he had not observed his usual caution; but, unknown to himself, the oily wine had more "granite" in it than he imagined, and then he seldom spoke of the abuse of impressment without losing more or less of his ordinary self-command.
