She knew everybody, and, though in daily contact with most of them, there were no end of whispered confidences to exchange and tender reassurances in ratification of some new compact.

Charles Pinckney, who, unaided, submitted the first concrete draft of the Constitution, was only twenty-nine, and Alexander Hamilton, who was destined to take a leading part in securing its ratification by his powerful oratory and his very able commentaries in the Federalist papers, was only thirty.

[-34-] These were the events of the two years; the next season, when Lucius Marcius and Gaius Sabinus held the consulship, the acts of the triumvirs from the time they had formed a close combination received ratification at the hands of the senate, and certain further taxes were imposed by them, because the expenditures proved far greater than had been allowed for in the time of the former Caesar.

This treaty, therefore, my lords, is a treaty of the same person with himself, a treaty of which the two counterparts are to receive their ratification from being signed with the same hand.

To the Senate of the United States: I submit to the Senate, for consideration with a view to ratification, the amendments introduced by the Constituent National Assembly of Bolivia in its decree of ratification into the treaty of peace, friendship, commerce, and navigation concluded with that Republic on the 13th of May, 1858, an official translation of which decree accompanies this message, with the original treaty.

Notwithstanding this proviso, they considered the ratification as full.

[Footnote 11:It singularly and fortunately happens that one of the "thirty-nine," "while engaged on that instrument," viz., while advocating its ratification before the Pennsylvania Convention, did express an opinion upon this "precise question," which opinion was never disputed or doubted, in that or any other Convention, and was accepted by the opponents of the Constitution, as an indisputable fact.

The Secretary therefore respectfully represents to the President whether it is not advisable to ask the consent of the Senate to the exchange of the ratifications after the expiration of the time limited, if such exchange shall be offered by the Mexican Government by their agent duly authorized for that purpose.

But the articles were not to become binding until ratified by all the states, and Maryland did not authorize her delegates in congress to sign the instrument in ratification until March 1, 1781.

It has been done in more than one instance, and as its object in this case is to ascertain whether any fraud exists, and if there does to correct it, I consider such a ratification within the proper scope of the treaty-making power.
