At the end of 1916 I gave directions for a reconsideration of the matter, and fresh trials were made; but early in 1917 there seemed to be no prospect of success, and the trials were again abandoned.

My father's tone of thought and feeling, I now felt myself at a great distance from: greater, indeed, than a full and calm explanation and reconsideration on both sides, might have shown to exist in reality.

In my opinion it merits a serious reconsideration as the expression of a new conscience, as well as an expression of the truth, which is only disguised by the existing state of exasperation and violence.

ARTICLE 19 The Assembly may from time to time advise the reconsideration by Members of the League of treaties which have become inapplicable and the consideration of international conditions whose continuance might endanger the peace of the world.
