The quantity of goods in store being at all times readily known, it would enable the importer with an approach to accuracy to ascertain the actual wants of the market and to regulate himself accordingly.

The tendency is to destroy that high moral character for which our merchants have long been distinguished, to defraud the Government of its revenue, to break down the honest importer by a dishonest competition, and, finally, to transfer the business of importation to foreign and irresponsible agents, to the great detriment of our own citizens.

A law has been lately passed by the legislature of Pennsylvania, taxing wholesale and retail dealers in merchandize, excepting those importers of foreign goods who vend the articles in the form in which they are imported.
