On another occasion, after the signing of the treaty, when Lloyd George pointed out the wisdom of not claiming from Germany the absurdity of handing over thousands of officers accused of cruelty for judgment by their late enemies, and recognized frankly the impossibility of carrying out such a stipulation in England, Clemenceau replied simply that the Germans are not like the English.

The treaty contained stipulations on the part of the English, concerning trade; reparation of injuries, should any be committed; and punishment for impositions, should any be practised upon them; and, on the part of the Indians, a free and formal cession of that part of the region which was not used by the Yamacraws, nor wanted by the Creeks.

When they were called upon to fulfil their stipulation, and support the Pragmatick sanction, they evaded their own contract, till all assistance would have been too late, had not a lucky discovery of the French perfidy separated the king of Prussia from them; and what reason, my lords, can be given, why they should now do what they refused, when it might have been much more safely and more easily effected?

In adopting measures for this purpose care should be taken that nothing be done to violate the stipulations of the convention of 1827, which is still in force.

These treaties were so well maintained by the Congress formed under the ancient Confederation that they thought it their duty to interpose their authority whenever any laws made by individual States appeared to infringe their stipulations, and particularly in 1785, when the States of New Hampshire and of Massachusetts had imposed an extraordinary tonnage on foreign vessels without exempting those of the French nation.

If the Aetolians should make peace with Philip, they should insert a stipulation that the peace should stand good only on condition that they abstained from hostilities against the Romans, their allies, and the states subject to them.

Even later, when the French elected Napoleon, they chose a monarch because they feared anarchy, without making any stipulation.

Something was necessarily to be attempted, and orders were therefore despatched by our minister, to his slave at the court of Spain, to procure some stipulations that might have at least the appearance of a step towards the conclusion of the debate.
