The Zollverein was established, the Teutonic Federation became closer, and the lead of Prussia more decided.

There was something captivating in the project of forming all the parts of this vast British empire into one huge Zollverein with free interchange of commodities, and uniform duties against the world without; though perhaps, without some federal legislation, it might have been impossible to carry it out.

In 1839 the Zollverein, or Customs-Union, was established, by which a uniform scale of duties was imposed in Northern Germany on all imports and exports.

Among other things the freedom of the Press was partially guaranteed, with certain restrictions, and the Zollverein was extended to Brunswick and Hesse-Homburg.

Railways had been built, the Zollverein had extended through North Germany, the universities were in their glory, and into everything fearless thinkers were casting their thoughtful eyes.

The custom-association (Zollverein) became an idol of satisfied national vanity, and of cheerful hopes; science and art were growing fast; speculative researches of political economy met an open field in social life; men conscious of higher aims wandered afar into new homes, despairing to find a field of action in their native land.

In the estimates for 1853, we find that Great Britain consumes 17,500 tons; France, 21,500; Germany, (Zollverein), 58,000; and the United States, about 90,000 tons.

Central Europe will have in any event an enormous initial superiority over the Balkans in wealth, population, and business experience; and the Balkan peoples can only hope to hold their own in this perilous but essential intercourse with a stronger neighbour, if they take more active and deliberate steps towards co-operation among themselves, and find in railway conventions the basis for a Balkan zollverein.

A zollverein should be the first goal of Balkan statesmanship in the new phase of history that is opening for Europe; but economic relations on this scale involve the political factor, and the Balkans will not be able to deal with their great neighbours on equal terms till the zollverein has ripened into a federation.
