Washington is a fine city, with its splendid old trees and broad avenues.

The United States, in the days of Washington and Franklin and Jefferson and Hamilton and Marshall, counted fewer inhabitants than Denmark or Greece.

We know that something intervenes between the people of the United States and the control of their own affairs at Washington.

The present tax is therefore described here by an expert statistician, Mr. Joseph A. Hill, the United States Government official at the head of the Division of Revision and Results of the Census Bureau in Washington.

Having seen these southern reserves, and desiring to bring home with me an impression of the northern woods, sharpened by immediate contrast, I next visited that one which is the most to the northwest of them all, the Olympic Reserve in Washington.

More recently still, during this last winter, the game warden of Washington reports the finding of the carcasses of nineteen elk, killed for their tusks.

There have appeared signs of opposition in certain quarters to the creation in the various reserves of game refuges by Federal power on the ground that this would be to surrender to the Government at Washington authority which should be solely exercised by the State.
