The envoys departed not encouraged by this answer, and still more perplexed by the appearance of plenty and by the magnificence of a camp in which they had expected to see a terrible spectacle of disorder and misery.

Peace Envoys Sent to the Tries.

In pursuance of their timidly futile policy of friendliness, the representatives of the National Government, in the spring of 1792, sent peace envoys, with a flag of truce, to the hostile tribes.
