In 1818, a new system was established, that of a tariff so highly favorable to merchandise from Spain that it was by no means unusual for goods to be shipped to that country, even from the United States, and from there reshipped to Cuba.

It would cut out the trick of reshipping at sea from some fishing craft or small boat.

In May, 1805, however, the British High Court of Admiralty decided that goods which started from the French colonies in American ships and were on their way to France could be captured even if they had been landed and reshipped in the United States.

The teas, securely packed in chests wrapped in matting, are placed in the boats which ply upon the rivers flowing from the tea countries into the Poyang Lake, and after successive changes are at length brought to the foot of the Ineiling Mountain, carried over it on the backs of men, and reshipped on the south side of the pass.
